Develops, leads, administers, and coordinates all phases of an organization's computer department, including systems design, programming, installation, and operation. Works with the CEO and Board of Directors, setting the short- and long-term strategic objectives while providing the management necessary to achieve profits, growth, or other goals of the organization. Typically reports to the Chief Executive Officer or Chief Operations Officer and has directors reporting to this position.: Identifies and communicates the strategic objectives and determines specific information requirements for management. Reviews and evaluates project feasibility studies based on management's requirements and priorities. Works with the CEO and Board of Directors to provide the framework for planning and communication. Achieves desired results through the use of budgets, proper contracts, and efficient decision making. Implements the installation and operation of information systems and equipment. Keeps current on new developments in information systems technology, and plans for future upgrades and organizational changes. Keeps abreast of government regulations applicable to systems operations and ensures corporate compliance. Manages several direct reports, often including department heads.
Plans, schedules, and directs the development, production, and administrative processing of the organization's computer operations. Assigns and schedules work, or delegates work to subordinate managers and supervisors, and reviews work. Ensures rapid, accurate, and efficient processing of corporation's workload by use of a computer-based system. Builds systems capability that reflects the highest state of technical sophistication consistent with the corporation's needs and budget. Ensures security of company's database. Recommends insights that contribute to overall company strategic management. Ensures corporation makes maximum use of the general system by providing for the education and training of the principal users. This position typically reports to the Top Information Technology Officer and normally has managers reporting to it.: Consults with management to determine information requirements of management, scientists, or engineers, determine boundaries and priorities of new projects, and discuss system capacity and equipment acquisitions. Confers with department heads involved with proposed projects to ensure cooperation and further define nature of project. Confers with computer analysts or engineers to define equipment needs. Reviews project feasibility studies. Maintains a professional, technical, and clerical staff capable of meeting current and future needs. Establishes work standards. Interprets policies, purposes, and goals of organization to subordinates. Prepares progress reports to inform management of project status and deviation from goals. Contracts with management specialists, technical personnel, or vendors to solve problems. Reviews reports of computer and peripheral equipment production, malfunctions, and maintenance to ascertain costs and plan department operating changes. Analyzes department workflow and workers' job duties to recommend reorganization or departmental realignment within company. Participates in decisions concerning staffing and promotions within data processing department. Directs training of subordinates. Keeps current on new developments in information technology, and plans for future upgrades and organizational changes. May prepare proposals and solicit sale of systems analysis, programming, and computer services to outside firms. May assist staff to diagnose and solve computer equipment problems. May participate in technical projects, such as writing equipment specifications or developing computer programs for specified applications.
Supervises data entry operators engaged in inputting data into various storage media, manipulating existing data, editing data, and proofing new entries into database for accuracy. Interprets company policy to employees and enforces company policies and practices. Analyzes and resolves work problems, or assists employees in solving work problems. Ensures work is performed within established policies, procedures, and standards.: Consults with data processing personnel on ways to expedite workflow and improve productivity. Confers with user departments to implement controls and schedules and resolve delivery problems. Advises management on problems relating to data entry. Responsible for data entry improvements in quality and efficiency. Compiles, sorts, and verifies accuracy of data to be entered. May recruit, hire, train staff, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action.
Conducts research in various fields of electrical phenomena performing duties as described under research engineer.
Plans and produces audio, visual, and audiovisual material for communication and learning: develops production ideas based on assignment or generates own ideas based on objectives and personal interest. Conducts research or utilizes knowledge and training to determine format, approach, content, level, and medium which will be most effective, meet objectives, and remain within budget. Plans and develops, or directs assistants to develop, preproduction ideas into outlines, scripts, continuity, story boards, and graphics. Executes, or directs assistants to execute, rough and finished graphics and graphic designs. Locates and secures settings, properties, effects, and other production necessities. Directs and coordinates activities of assistants and other personnel during production. May review, evaluate, and direct modifications to material produced independently by other personnel. May set up, adjust, and operate equipment, such as cameras, sound mixers, and recorders during production. May perform narration or present announcements. May construct and place in position properties, sets, lighting equipment, and other equipment. May develop manuals, texts, workbooks, or related materials for use in conjunction with production materials. May conduct training sessions on selection, use, and design of audiovisual materials, and operation of presentation equipment. May perform duties listed under director, instructional material 099.167-018.
