Oversees and monitors function or department responsible for all activities involved in the purchase or procurement of raw materials or other unprocessed goods for processing, or machinery, equipment, tools, parts, products, and other supplies or services necessary for operation of an organization in the most timely and economic fashion. Strategic Planning Supervisor

Supervises and assists in researching and developing organization's business plans and analyzing business opportunities to achieve growth and financial profitability including acquisitions, mergers, and/or divestitures. This position is typically reports to the Long-Range Planning Manager or Director and is the first level of supervision in the organization.: Assists in the administration of organization's strategic plans. Reviews and contributes to department activity and operating reports. Analyzes and resolves work problems. Supervises and coordinates activities of analysts and recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary measures.

Purchasing Supervisor

Supervises buyers and purchasing staff involved in the external procurement of raw materials, parts, equipment, supplies, and services for an organization at minimal cost, consistent with delivery requirements and quality specifications. Supervises the selection and ordering of materials, supplies, and services from vendors; showings by manufacturing representatives, growers, or other sellers; or purchases on open market for cash, basing selection on nature of clientele or demand for specific commodity, merchandise, or other property, utilizing knowledge of various articles of commerce and experience as Buyer. Develops and recommends purchasing procedures and policies. This position typically reports to a manager and is the first level of supervision in the organization.: Coordinates purchasing activities with user departments to maintain optimum inventory and buy levels. Reviews purchase requisitions for accuracy and completeness, approves requisitions, designates approved supplier, and assigns requisitions to staff for processing. Recommends vendors for notification to bid for contracts. Reviews bids to ensure adherence to procedures and policies. Communicates with supplier changes in specifications, change orders, quantities, and adjustments. Contacts carriers to arrange for transportation of purchases. Keeps current with economic, industrial, and other trends that affect markets and prices. May hire, train, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action. May supervise the maintenance of purchase order/invoice/receiving records system.

Strategic Planning Analyst

Conducts studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, and ongoing programs to achieve the organization's growth and profitability objectives. Conducts field investigations, economic or public opinion surveys, demographic studies, or other appropriate research to gather required information. Consults with management or strategic planning committees to formulate strategic plans and directions, discuss overall intent of programs or projects, and determine broad guidelines for studies, utilizing knowledge of subject area, research techniques, and regulatory limitations. : Reviews and evaluates materials, such as environmental impact statements, construction specifications, or budget or staffing estimates, to determine additional data requirements. Organizes and analyzes data from all sources, using statistical methods to ensure validity of results. Evaluates information to determine feasibility of proposals or to identify factors requiring amendment. Develops alternate plans for program or project, incorporating recommendations for review of officials. Maintains collection of socioeconomic, environmental, and regulatory data for use by planning and administrative personnel in government and private sectors. Reviews plans and proposals submitted by other governmental planning commissions or private organizations to assist in formulation of overall strategic plans. May participate in merger and acquisition projects.

Purchasing Clerk

Edits purchase requests and prepares purchase orders. Maintains files and records of materials, prices, inventories, and deliveries.: Corresponds with suppliers for quotations, and to follow up purchases. Usually required to operate computer for cost calculations, extensions, and discount applications.

Purchasing Manager

Manages and coordinates activities of buyers and support staff engaged in purchasing and distributing raw materials, equipment, machinery, and supplies in industrial plant, public utility, or other organization. Reviews purchase order claims and contracts for conformance to company policy. Participates in contract negotiations and vendor selection. Monitors performance and capabilities of vendors to ensure maintenance of delivery, quality, and price commitments. Develops and installs clerical and office procedures and practices, and studies work flow, sequence of operations, and office arrangement to determine expediency of installing new or improved office machines. Arranges for disposal of surplus materials. Hires, trains new staff members, and supervises and evaluates job performance of purchasing department personnel. Acts as a liaison in dealings between vendors and user departments when necessary. May perform duties of Buyer.
