Computer Network Manager

Manages, coordinates, and monitors activities of employees engaged in supporting the organization's telecommunications and PC network activities, including documentation, administration, technical services, and procurement. This position typically reports to director level, is typically the second level of management, and may have first level supervisors reporting to this position; however, in smaller companies the manager may be the first level supervisor over subordinate staff. Typically requires eight to ten years of increasingly responsible experience in network operations, analysis, and design.: Reviews report of computer and peripheral equipment production, malfunction, and maintenance to ascertain costs and plan operating changes within department. Manages the testing and analysis of all network components including complex software, hardware, and transmission systems. Recommends corrective actions in order to ensure high quality, efficient network performance. Oversees the development of project plans designed to implement new technology and enhance existing systems. Develops and implements policies and standards and ensures their conformance to the organization's security procedures and company objectives. Confers with various vendors to evaluate hardware, software, and telecommunications equipment and recommends procurement in coordination with department and organization standards. Possesses comprehensive knowledge of network operating systems and network management tools, as well as extensive experience with telecommunications hardware such as LAN hubs, fiber optics, bridges, routers, universal cabling, gateways, etc.

Analyst Computer Network

Analyzes and controls the technical architecture of Local Area Networks and Wide Area Networks. Researches, tests, evaluates, and recommends telecommunications and data network systems. Analyzes workload, including traffic and utilization trends. Interfaces with users, consultants, technical teams, and vendors for maximum guidance in determining the most appropriate type of hardware installation. Supports complex PCs and LAN/WAN networks throughout the organization. Requires advanced knowledge and experience in the area of local and wide area networking, communications, and related hardware and software. Typically requires a bachelor's degree in computer science, MIS, or equivalent, and certification in networks.: Identifies areas of operation that need upgraded equipment, such as modems, fiber optic cables, and telephone wires. Conducts survey to determine user needs. Reads technical manuals and brochures to determine equipment that meets establishment requirements. Visits vendors to learn about available products or services. Tests and evaluates hardware and software to determine efficiency, reliability, and compatibility with existing system, using equipment such as computer terminal and modem. Analyzes test data and recommends hardware or software for purchase. Develops and writes procedures for installation, use, and solving problems of communications hardware and software. Monitors system performance. Instructs users in use of equipment, and assists users to identify and solve data communication problems. May design and develop complex software interface programs. May write technical specifications to send to vendors for bid. May oversee or assist in installation of communications hardware. May perform minor equipment repairs.

Provider Network Analyst

Analyzes costs and member accessibility of current and prospective provider networks. Performs a general review of physician costs and practice patterns and analyzes costs and member accessibility of current and prospective provider networks. Typically requires a college degree and two years of experience in data collection and analysis. The position may require contract negotiation experience. : Coordinates and disseminates contract information for the organization. Identifies available networks in each market area and requests detailed provider information from each network vendor for analysis. Matches providers against actual claims experience and produces analyses and reports comparing costs and member accessibility of current network versus prospective network. Performs statistical testing of network vendor discounts. Analyzes general physician costs and utilization patterns by market area. Compares treatment patterns against peer group to identify providers with abnormal variances in cost-effectiveness. May negotiate managed care payer contracts and provider contracts.

Network Billing Systems Analyst

Activates and maintains the billing system to ensure accurate billing of telecommunications network usage. Coordinates the processing, auditing, and payment of telecommunications service provider invoices for accuracy and timeliness. Researches and resolves billing discrepancies or conflicts to assure corrections and credits are completed prior to the next invoice being generated.: Collaborates with other departments to assure ordering management flows efficiently from order processing to billing and accounting. Serves as a billing system subject matter expert. Demonstrates understanding of function and capabilities of billing application. Monitors customer invoice generation and delivery. Assists with the development of rate plans and product catalog and ensures these are up to date in the billing system. Creates and prepares billing reports for the month-end close, outstanding dispute resolution status, and ad hoc. Reviews customer bills and ensures these are in accordance with contract pricing. Analyzes the monthly reports of billed revenue and audits invoices to ensure accuracy. Ensures all necessary documentation, including contracts, addendums, service changes, and price schedules, are received for new and existing customers. Monitors billing data validation, integrity, and accuracy. Identifies and communicates causes of any billing error discrepancies to Customer Service for resolution. Works with billing operations to correct any errors in invoice processing. Maintains and improves billing and collections statistics. Assists in calculation of telecommunication and sales taxes. Ensures compliance with all tax regulations. Assists in implementing Sarbanes Oxley controls and continuous process improvements. May assist with special projects including updates of operational policies and procedures.

Business Systems Analyst

Analyzes business processes, functions, and procedures to determine the most effective business systems software to meet the needs of the organization. Establishes systems specifications and objectives, based on business requirements and cost effectiveness, and provides recommendations to management personnel. Participates in systems development and design, including software programming and table, report, and panel design. Formulates test plans and coordinates and performs software testing. This job typically requires a four-year degree in computer science, information systems, or a related field.: Coordinates implementation of the system software, including conversion of data to the new system, and works with application support personnel to resolve system problems. Documents system specifications and notes any changes in procedure. Acts as liaison between systems software development staff, management, and system end-users to determine requirements and obtain sign-off. Provides training and technical support to system end-users.

Computer System Hardware Analyst

Analyzes organizational business needs in terms of information technology systems requirements. Plans information technology systems that will provide system capabilities required for projected workloads, and plans layout and installation of new system or modification of existing system. Requires a bachelor's degree in field of specialty. Excludes paraprofessional positions.: Confers within the organization with various managers and staff to obtain information on limitations and capabilities of existing system and capabilities required for information technology requirements of the future. Evaluates factors such as number of departments serviced by data processing equipment, reporting formats required, volume of transactions, time requirements and cost constraints, and need for security and access restrictions to determine hardware configurations. Analyzes information to determine, recommend, and plan layout for type of computers and peripheral equipment, or modifications to existing equipment and system, that will provide capability for proposed project or work load, efficient operation, and effective use of allotted space. May enter data into computer terminal to store, retrieve, and manipulate data for analysis of system capabilities and requirements. May specify power supply requirements and configuration. May recommend purchase of equipment to control dust, temperature, and humidity in area of system installation. May specialize in one area of system application or in one type or make of equipment. May train users to use new or modified equipment. May monitor functioning of equipment to ensure system operates in conformance with specifications. May represent consulting firm or equipment manufacturer.
