Tax Policy Research Government Manager

Manages the analyses of all tax laws, the development of complex agency or state policies, regulations, legislative proposals, and impact statements, and the application of these to novel situations. Manages the agency's centralized policy analysis and development function in the review, analysis, evaluation, and development of agency or statewide policies, procedures, regulations, and/or legislation.: Develops and recommends the operating budget. Plans, develops, and maintains the agency regulations process by reviewing and approving proposals for technical consistency, facilitating the requirements of existing regulations, and determining the need for revisions. Reviews and approves impact statements. Serves as spokesperson and liaison on policy, regulatory, or legislative matters by interpreting department programs, concerns, issues, and proposals to taxed entities, governmental agencies, special interest groups, legislative bodies, and the public. Oversees the development of research methods and their application to studies which examine policy issues including economic concerns, enforcement implications, and other programmatic effects. Recruits and selects staff and recommends changes in resource allocation, staff needs, and workload adjustments. Manages staff by developing performance standards, conducting performance evaluations, initiating disciplinary actions, and delegating and reviewing technical and administrative activities. May provide staff assistance to executive management in such areas as replying to appeals in case work and/or conducting independent research on policy, program, regulatory, or legislative issues. May supervise and evaluate the work of Tax Policy Analysts.

Manager Tax

May recruit, hire, train staff, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action.

Staff Toxicologist

Studies effects of toxic substances on physiological functions of human beings, animals, and plants to develop data for use in consumer protection and industrial safety programs: designs and conducts studies to determine physiological effects of various substances on laboratory animals, plants, and human tissue, using biological and biochemical techniques. Interprets results of studies in terms of toxicological properties of substances and hazards associated with misuse of products containing substances. Provides information concerning toxicological properties of products and materials to regulatory agency personnel and industrial firms. Reviews toxicological data submitted by others for adequacy, and suggests amendment or expansion of data to clarify or correct information. Confers with governmental and industrial personnel to provide advice on precautionary labeling for hazardous materials and products and on nature and degree of hazard in cases of accidental exposure or ingestion. Prepares and maintains records of studies for use as toxicological resource material. Testifies as expert witness on toxicology in hearings and court proceedings.

Attorney Staff

Performs consultation, advisory, and/or trial work, and carries out the legal processes necessary to effect the rights, privileges, and obligations of the organization. Studies Constitution, statues, decisions, and ordinances of quasi-judicial bodies. Gathers evidence and information for management decision making. Prepares and reviews various legal instruments and documents, such as contracts, leases, licenses, purchases, sales, real estate, etc. Examines legal data to determine advisability of defending or prosecuting lawsuit. Examines material, such as advertisements, publications, etc., for legal implications, advising officials of proposed legislation that might affect the organization. Applies for copyrights or registration of the organization's products, processes, devices, and trademarks, advising whether to initiate or defend law suits. Conducts pretrial preparations and defends the organization in lawsuits. Advises officials on tax matters, government regulations, and/or legal rights. Represents the company before quasi-judicial or administrative agencies of the government. Requires completion of law school with an LLB degree or JD degree and admission to the bar.: Interprets laws, rulings, and regulations for individuals and businesses. Advises concerning transactions of business involving internal affairs, stockholders, directors, officers, and corporate relations with general public. May act as agent of the organization in various transactions. May confer with colleagues with specialty in areas of law to establish and verify basis for legal personnel. May prepare business contacts, pay taxes, settle labor disputes, and administer other legal matters. May teach college courses in law. May apply for patents. May specialize in specific phase of law.
