Interprets company policy to employees and enforces company policy and practices. Submits reports to executives of organization with recommendations for budget revisions. May recruit, hire, train staff, evaluate employee performance, and initiate promotions, transfers, and disciplinary action.

Typically reports Top Research Officer and directly oversees Operation Research Manager.: Confers with Top Research Officer and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from current status and conditions. Directs research surveys and studies and reviews compilation and analysis proposals submitted to determine if benefits derived and possible applications justify expenditures. Submits proposals considered feasible to management for further consideration and recommends allocation of funds to support them. Develops and implements methods and procedures for monitoring projects, such as preparation of records of expenditures and research findings, progress reports, and staff conferences, in order to inform management of current status of each project. Prepares reports on progress and recommends the addition, expansion, or discontinuance of projects. Prepares and administers operations research budget. May recruit, hire, and train department staff, evaluate staff performance, and develop goals and objectives for staff. May negotiate contracts with consulting firms to perform research studies.
